PATCH alerts/configurations: Adds Harsh Impact safety event enum values

The PATCH alerts/configurations endpoint has some new features! The alert configuration schema now includes the following enum values for Harsh Impact safety event compatibility:

• HarshImpact behavior label
• haImpact harsh event type
