BLE SDK config includes advertisement data placement

We've added data.scan.isAdvertisementDataPerObservation to the GET /ble/sdk/config response.

This boolean tells SDK clients whether BLE advertisementData should be included on every observation or only once per peripheral. The default value is true, which preserves the existing behavior of including advertisement data on every observation.

Use this field to decide how much advertisement data the scanner needs to retain on-device. This matters most for offline support, where an install may hold scan results for longer before it can upload.
