DELETE training-assignments: Adds support for deleting non-driver user assignments.

The DELETE training-assignments endpoint has some new features! Training assignments belonging to non-driver users can now be deleted by assignment ID. Non-driver user learners are available only for organizations with non-driver training enabled. Contact your Samsara representative to request access.
