GET fleet/settings/safety: Add Harsh Event Sensitivity settings for CM3x devices to the response.

The GET fleet/settings/safety endpoint has some new features! We added the following new field:

• harshEventSensitivityV2 - The harshEventSensitivityV2 field surfaces harsh event sensitivity settings for CM3x devices.
