GET fleet/vehicles: Updates endpoint to include vehicleRegulationMode

The GET fleet/vehicles endpoint has some new features! Adds the vehicleRegulationMode field in the reponse body which indicates whether the vehicle is regulated or unregulated (non-CMV).
