GET functions-storage/ls: Adds prefix filtering and folder grouping to the list endpoint.

The GET functions-storage/ls endpoint has some new features! New optional prefix and groupByFolder query parameters let you scope the listing to a path prefix and roll immediate subfolders up into the new folders response array.
