GET training-assignments/stream: Adds support for non-driver user learners.

The GET training-assignments/stream endpoint has some new features! Training assignment stream responses and learner ID filters now support non-driver users in addition to drivers. User learner IDs use the user- format. Non-driver user learners are available only for organizations with non-driver training enabled. Contact your Samsara representative to request access.
