PATCH ground-intelligence/watchpoints: Returns optional bearingRange

The PATCH ground-intelligence/watchpoints endpoint has some new features! Returns the configured range of vehicle travel bearings when present, and omits the field otherwise. Bearing ranges cannot be changed through this endpoint.
