PATCH maintenance/estimates: Support decided quote withdrawal

The PATCH maintenance/estimates endpoint has some new features! Allow cancellation of a current finished approved, denied or awarded vendor quote. Preserve approval and award history, retire only its exact completed active award, and leave work-order and vendor-selection state unchanged.
