PATCH maintenance/work-orders: Expose estimate workflow work order statuses

The PATCH maintenance/work-orders endpoint has some new features! Added system-managed work order response statuses: Needs Vendor Selection, Awaiting estimates, Estimates ready, Awaiting estimate approval, Estimates approved, and Estimate approval denied. These values cannot be set directly through work order create/update; use the estimate API for approval and award actions.
