PATCH training-assignments: Adds support for updating non-driver user assignments.

The PATCH training-assignments endpoint has some new features! Training assignments belonging to non-driver users can now be updated by assignment ID. Non-driver user learners are available only for organizations with non-driver training enabled. Contact your Samsara representative to request access.
