PATCH v1/fleet/drivers/.driver_id/hos_daily_logs: Carrier edit proposals for driver log updates

The PATCH v1/fleet/drivers/.driver_id/hos_daily_logs endpoint has some new features! For some organizations, this endpoint files a carrier edit proposal that the driver reviews and accepts instead of updating the log directly. The target day must be certified by the driver; uncertified days and edits conflicting with existing records are rejected with a 400.
