POST ground-intelligence/watchpoints: Adds optional bearingRange

The POST ground-intelligence/watchpoints endpoint has some new features! Accepts an optional clockwise range of vehicle travel bearings when creating a watchpoint. Responses include configured ranges and omit the field when unrestricted.
