POST ground-intelligence/watchpoints: Adds optional sendDashboardNotification field

The POST ground-intelligence/watchpoints endpoint has some new features! Adds an optional sendDashboardNotification field to the create watchpoint request. When true, the authenticated user receives a dashboard notification for each new observation. Defaults to false. Ignored when the API token is not associated with a user.
