POST live-shares: Updates live-share APIs to support tags for assetLocation links.

The POST live-shares endpoint has some new features! Adds 'tagIds' to the POST /live-shares API when creating assetLocation links, makes 'assetId' optional, and adds 'tags' to the responses for /live-shares. Either tagIds or assetId must be provided in the request.
