POST training-assignments: Adds support for assigning courses to non-driver users.

The POST training-assignments endpoint has some new features! Training assignments can now be created for non-driver users by passing learner IDs in the user- format. Driver and user learner IDs may be included in the same request. Non-driver user learners are available only for organizations with non-driver training enabled.
