[beta] Create a maintenance estimate

Create a priced vendor quote. Omitting approvalStatus saves an unapproved quote; saving quote data never awards it. Supplying approvalStatus approved or denied records a native Samsara approval decision through UTS; approval does not award the estimate. Combined normalized quote content and external metadata is limited to 245,760 bytes, in addition to individual field limits. Creating with approved or denied requires a stable nonempty externalIds identifier; retry the same quote and decision with the same identifier and authenticated principal after an ambiguous outcome. Different payloads or decision intents using an existing identifier return 409. Ordinary quote creation is not automatically retried; reconcile with GET after an ambiguous outcome.

Rate limit: 100 requests/min (learn more about rate limits here).
